Ability to drag & drop tiles to rearrange layout

Drag and drop functionality to edit tile layout in the POS. Tiles should be able to be rearranged by dragging and dropping them to a new location, just like how apps on iOS and Android devices can be rearranged.

We've noticed that sometimes empty tiles can remain between valid elements. Also, we found that the number of tiles per row is regularly reset to "4" after a completed command, ignoring previously defined settings.
